LA Emissary’s SPA Teams are youth-led groups working across Los Angeles County to advance local solutions to youth homelessness.

Each team brings together young people with
lived experience to build leadership, strengthen community, and influence systems at the
local level.

Through collaboration, organizing, and advocacy, SPA Teams cultivate new
decision-makers and generate innovative approaches rooted in lived expertise.

Together, these teams are building a system designed by young people, for young people, grounded in community, accountability, and
shared power.
